Monitoring & Mitigation Manager.
We are seeking a Monitoring & Mitigation Manager. Under the direction of the Environmental Management & Regulatory Compliance Senior Manager, this position is responsible for managing functions of the Agency involving environmental, hydrologic, and environmental management system (EMS) monitoring programs. This position is also responsible for managing the Tampa Bay Water Well Mitigation Program. This position provides technical support to Agency staff in a wide range of assignments in hydrologic, environmental monitoring and water resources projects. This position requires comprehensive knowledge of environmental, hydrologic and water quality monitoring methodologies, technologies and equipment; data quality control and quality assurance requirements; computer database applications; and EMS monitoring and measurement requirements.
ESSENTIAL FUNCTIONS:
Supervise staff in the collection of environmental and hydrologic and EMS performance monitoring data and the installation and maintenance of monitoring equipment
Evaluate, design and implement hydrologic, water quality and environmental monitoring equipment and systems.
Prepare work schedules and monitoring run assignments for collection of field data.
Supervise staff in the horizontal and vertical surveying of hydrologic monitoring devices.
Supervise staff in performing well assessments in support of well monitoring and mitigation activities.
Supervise staff in the administration of the Tampa Bay Water Well Mitigation Program.
Develop data quality control and quality assurance procedures and processes in coordination with data users and the Information Technology Department to ensure high quality data is entered into the Agency’s enterprise database system.
Coordinate with Information Technology Department on development and maintenance of the site manager, well mitigation, and device management computer applications for entering, storing, and retrieval of hydrologic, well complaint, training and other environmental and EMS data.
Develop rules for the development and maintenance of composite time series
Supervise staff in the implementation of EMS monitoring and measurement processes and procedures in conformance with ISO 14001.
Supervise staff in the administration of training scheduling and tracking for Agency personnel.
Manage supplier activities regarding assigned functions. Coordinate with the Purchasing Department to obtain equipment and services necessary to complete department functions.
Review and approve the department Standard Operating Procedures (SOPs).
Select, train and evaluate department staff.
Prepare and monitor the department annual budget relevant to duties under charge.
Serve as liaison with the public and governmental agencies on designated monitoring and compliance activities.
Ability to work flexible hours as needed.
Support, encourage and enforce workplace Safety Policies and Procedures in accordance with the Agency Safety Program.
Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. MINIMUM TRAINING AND EXPERIENCE:
Five (5) years of professional experience with hydrologic and environmental monitoring programs.
Five (5) years of experience in a management role with at least two (2) of those years in managing an environmental monitoring program, or an equivalent combination of training and experience that provides the required knowledge, skills, and abilities.
Experience in development and implementation of a data quality assurance program.
Strong analytical, diagnostic and troubleshooting skills.
Thorough knowledge of water use permit conditions and ISO 14001 monitoring and measurement requirements.
Knowledge of computer programs such as Microsoft Office.
Knowledge of operation and programming of datalogger software and wireless communications hardware and software.
Strong communication skills, both verbal and written.
EDUCATION REQUIRED:
Bachelor's degree in hydrology, engineering, environmental sciences or related field with concentration in water resources, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities
REQUIRED LICENSES AND CERTIFICATIONS:
Valid driver's license.
MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
Physical Abilities: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Abilities: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Requirements: Tasks are regularly performed without exposure to hazardous environmental conditions, equipment and work environments. Some tasks are completed in hazardous indoor work environments that will be posted or designated and employees are required to comply with all applicable safety requirements while working in those designated areas. Some tasks are completed outdoors where employees may be exposed to physical hazards characteristic of an outdoor work environment.

SALARY RANGE: $ 63,401 to $ 104,612 (actual salary will be commensurate with experience).
